The rationale is minimizing any effort and as well as volume of data recording. The IT 1 is always there for an empl. IT 50 is not mandatory. To read IT 50, I am not sure if there is an operation. OUTWP already can provide you the SACHZ in time eval. It can be used in SQ01 also.
I would use time or effort only to the extent necessary. My suggestion for configuring of schemas and PCRs or coding are also to minimize and keeping simple. Reuse where you can.
