You can achieve the results you desire through functional area assignment
that is at a lower level than just "admin" or "sales" or "marketing". Set
up functional areas that are more like "A", "B" and "C" (label these as you
desire). Then, when doing reporting in leading ledger, for a cost center
with functional area "A", include "A" in admin, but include it in marketing
in your non-leading ledger. How you structure your reporting (in terms of
which functional area is included in which part of your P&L) is completely
up to you. Just create multiple reports, with the lower-level functional
areas contained in the desired P&L sections.

Am not too sure if this is possible. As you rightly pointed out every cost
center contains in it one functional area only and therefore am not really
certain if different functional area segregation in different ledgers is
possible.
