what is value you mentioned in activity type ? I thing you kept the
activity type = 0 . Please check your FICO guys.
for transfer better to use CAT7 , Controlling transfer .

Once the no of hours transfer to controlling , automatically the cost
is also transferred to PS.
Note : Give me your personnel id , I will forward configuration documents.
I worked same scenario in my last project.
