This is now quite a confused question. Please clarify the scenario. As far as I understand you have a sales order with multiple materials, one of which is a dummy. If the dummy is present you need to block the sales order as a whole - for delivery? For billing? Both? Setting the overall blocks would still appear to be the solution.

We need to get the billing block automatically whenever this material is present. Also, the document type we will be using is standard OR. Hence, we cannot use this option.
