Normally transport path will not be setup between Sandbox and development
the best option will be to Mass upload and download the roles into Sandbox.

To do this go to PFCG click on utilities choose Mass download(make sure to have the proper list of the roles to be downloaded) click F8, download with a proper filename.

Now go to your Sanbox and use tcode PFCG click on role tab and choose upload
pick the file you had downloaded from dev box onto your local machine.

Perform the necessary screen actions to complete the process.
