As the quota is not getting generated through RPTQTA00, there must be certainely some QUota configuration step missing.
To check if you have missed any step in Quota configuration , please use the report RPTQUOTA_CHECK. This report will display you missed configuration steps for configuring of Quotas. You can then fix them. IN the selection screen of this report, give the employee number , selection rule, absence quota type etc..and execute the report for that specific employee only.
