Leave Request workflow is available by default as part of ESS. You need very minimal help from portal consultant for this. You just have to make sure if workflow is working fine in background that is in R/3 as well. So functional resource role will be more.
For authorization - For approval authorization you just check if manager is maintained and through structural authorization manager is given required access.

functionality for few absence codes (using Leave Request Tab) in ESS, which
other teams do we need to involve(like portal / authorisation) and what will
be their activities?
