[sap-basis] Current IBase component is not in an active IBase

Hi -
I was setting up a landscape for mock upgrade of our Solman 4.0 SPS 14
system to EHP1.
I have SOL as my test solman system - SP 14 which is hooked upto two BI
7.0 sandboxes in a two system landscape. I went thru the configuration
steps in IMG for setting up the system.
We are using Service Desk and I wanted to replicate the scenario. I
have managed to create the Ibase components and also activate them in
IB52. THe initial data transfer was done in DSWP to create iBase. By
this was I managed to create a Support Message and then a Change
Document. However now in the Change Document it gives me an error
for "Current IBase component is not in an active IBase".
I am using SOL_MAN_DATA_REP as my External ID. and can see the systems
and solution active in IB52/IB53.
However, during the process of implementing the following note,
"Note 903528 - Solution Manager issue management and service plan: BC
sets" - I faces BC set activation errors.
I am not sure what is causing this and we need to figure out a way to
go further.
