Hi Keith,
Yes, this can be done as well through the setting of related message in OMCQ transaction where you can't receive less than the PO quantity. You can search in SE91 with message class M7 and searching key is ''Deficit*'' (sorry that I can't access to my SAP system now). If you can't find it, get back to me.
