You will need to modify the tax model.
1. On table T5UTE, identify the tax model that VA is tied to.
2. Determine the tax classes that are considered for pre-tax and then on table T5UTM under the tax model for VA and the value 'U', remove any tax classes for the pre-taxes.
One thing to note is to make sure to first find out if VA shares a model with any of the other jurisdictions before changing the tax model.
