Hi,
I am not an authorization expert but check the following setting in T77S0 to see if this is the cause: "AUTSW ADAYS-HR: tolerance time for authorization check". I had issues with this for our appraisal module and this is how i verified. My setting was set to 15 days, so I did an org re-assignment (transfer) from A to B with an effective date 16 days ago and another transfer from A to B yesterday and verified if the behavior was different. Let me know if there is a different behavior in your case
