Hi,
I am not an authorization expert but check below setting in table T77S0 to see if that causes the error:
AUTSW ADAYS HR: tolerance time for authorization check.
This is how I tested it in the past. If the setting is for 15 days, I created a transfer from A to B say 20 days ago and another one for yesterday and see if there is a different behavior. We ran into this for our Performance Appraisal Module. Let me know if there is different behavior based on the eff date of the org re-assignment
