[sap-hr] It2007 and PTQUODED

Hi, we have issue where the PTQUODED got broken between himself and in attendance quota infotype 2007, what I mean in IT2007 has overtime quota with OT hours = 50h hours as example, but when you want to see the screen records( the time deduction) you found its empty, so you have to run RPTBPC10 to rebuild the connection between IT2007 & PTQUODED.
In our environment we are using portal based to record timesheet and leave application to access CATS.
Lately I found out this issue occurred for any employee who has been adjust his time sheet(OT) in the past and change the time records(A & OT) in CATS from 30 to 10( saving) and in same time employee transfer leave request(L) in future date, so what I believe that in transfer CATS tried to get unapproved overtime time data ( in past) with future L time data, system used standard FM CATSTIMESHEET_INSERT. I have sent OSS to SAP and no news so far??
