They will not be able to delete the logs unless they have permission at OS level.

If it was my system I would not have a problem assigning SWIA and SWI5 to a workflow administrator. However someone would have to give me a lot of justification before I would ever allow SWWL to be used. SWWL access grants a person the ability to delete all the workflow logs on the system.
