[sap-log-sd] Quotation Problem

Dear community,
We have a special broad range of product group consisting of thousands of materials that are not created in SAP system yet. . Constraints are as follows.
- Quotation may be requested for one or more of these products ( remember product group has thousands materials!)
- Our new material creation process is 1 to 2 days.
- The quotations for these group is very very few (say 10-20 in a year) but may be any of these products.
Question is how can we handle quotations without creating all these products. First answer in my mind is using a dummy material but I know this a dead end.
Any suggestions will be highly appreciated.
