[sap-hr] Time intermittenly not deducted from Absence Quotas

I have an intermitten problem with absence quotas not being deducted from employee's balance.
I'm trying to reconcile the sick/vacation quotas with what payroll (outsourced) is reporting.Payroll is reporting the correct balance. Their correct absences show in CAT2 and when I run a CADO report BUT isn't deducted or recorded in PA20 infotype 2006 subtype 03 or 07.
Any idea's where I should look.
