[sap-hr] Payroll license limitation

Hi all,
Do i have to pay the payroll license if i created record in 0008, 0014, 0015 only as a record without evaluation? Currently we don't run payroll in sap but we want to record the basic wage type and additional without any calculation what so ever, so we can download it to file and upload it to our payroll system. Thanks.
