Hi Jayson,
Depending upon the partner functions customization you can change the Partner in Item level also.
First assign the Partner function FA at Item level(plz dont check Not modifiable) then goto VA31 enter your FA at header level assign your FA i.e. Partner function SP and goto Item level now it is in change mode but in order to change the Partner Address first you need to change the partner number for example as 0, then put your priginal Partner number then susyem activate the check box "item partner" then only you can modify the address.Any how after assigning the PF(CR at item level in customizing you can change the Partner at Scheduling Agreement item levl).
