Hi,
The simplest solution for your business requirement is to maintain the purchase order for unplanned services. This will then allow you to manually enter the related service line item with its respective quantity and gross price during SE maintenance in ML81N transaction. If the types of services are fixed with related rate, then you can maintain these services in the contract (value contract) which will also then be assigned to your "Limits" tab during PO creation for your unplanned services. In this particular case, SAP will allow you to select the related service line item in the contract during SE maintenance. Since the service quantity is variable, make sure when maintaining the contract, the quantity field shall be set as ZERO so that your end users shall be required to enter the related quantity in ML81N transaction.
