Jamie is correct. If you do not click on the 'Start Immediately' button the payment run will only be scheduled. The job should automatically release if you have authority to execute jobs. If the job is still in the 'Released' status, you can activate it in the job log via SM37. You should be able to click on the payment button in F110 and see the job name, if you double click on it, you will go to the job log which will show you the status.

Sounds like you did not select "start immediately" on the payments job, or experiencing performance issues.. go to SM37 and see if the job is in scheduled status - double-click and it will tell you when it plans to start.
