[sap-basis] Cannot Download WDSL from

We keep getting this message when we try to execute a service through SOAMANAGER. The test works in our DEV system but not on our TST instance. I went in transaction SICF and verified that all of the services are enabled exactly the same. Any direction on where to look would be appreciated. The message is below.
