You can change this in the IMG. Look for Pricing Condition Types in Customizing and find that specific Condition Type. Go into Change mode and you should be able to change the description. It's actually very easy.

How do I maintain the the pricing condition such the the description. For
example, on a sales order, there is a charge item with condition type
ZABC-Special disposal fee. How and where can I change this description.
