It sounds as though you need to use Budget Availability Control. This could be set at the fund, fund center or cost object level. I would recommend doing it at the fund center level. By using BAC you can define the process to issue warnings or hard errors at different stages of budget consumption. For example you may want a warning issued when 90% of the budget has been spent or committed and a hrd stop at 100%. By tying each sub order to a different fund center you would then get the control you needed.
