I wouldn't have thought it matters on Windows (and it very well may not)
but maybe 'DBMS_TYPE' is not equal to 'dbms_type'? Try it in lower
case.

I'm having the same problem - but I have verified that our DBMS_TYPE
variable is set to "mss". In fact when I go to the DOS prompt as
<sid>adm I enter the SET command and can see all of the variable
settings for the <sid>adm user - and DBMS_TYPE is set to mss.
Any other suggestons?
