Hi Oxi,
The issue here is your customer NEEDS to have a Solution Manager installed. This is a SAP requirement. The customer will need to be able to use the the maintenance optimiser to release the selected packages to the download basket.
The IDES system does need a permanent license key then you can request maintenance certificate for this system.
