[sap-wf] Workflow WS74500804 not activated

Hi gurus
I'm not a workflow person but i have an appreciation of workflow. I configuring Document Management on ECC 6.0. For some reosons i dont know, when i try to distribute documents i'm getting an error, "Error occurred when saving initial order <000000000000000000xx" and when i navigate out of the start distribution page i get a runtime error:SYSTEM_ON_COMMIT_INTERRUPTED.
When i open my inbox i'm getting a messsage as below:
Workflow WS74500804 not activated

Not activated due to:
9999999999 E Organizational object 'HENKEL' not available
9999999999 E Organizational object 'HENKEL' not available
Further results of syntax check:
Correct the error either here in the local system or in source system
and then transport it again
I then used tcode swdd to activate Workflow WS74500804. I'm getting the following error message
"The check produced '0' items of information '0' warnings '2' errors
Message no. WD474"
Can anyone help me as to how i can solve this problem.
