If not you need to manually on them after fail over .
Compare the sap service packets running on cluster node, if needed swtich
them and take a clean restart with db.
Saposcol and saphostexec will be up.

Dear All,
I have getting service error in Production Node-1, both service saphostexec and saphostcontrol is working fine in Production Node-2.
This issue has came after rebooting the Server.
Both servers are in Cluster environment.
SAPOSCOL not running ? (shared memory not available ) error in Production Node-1. Same tcode (ST06) is working fine and status show in Production Node-2.
Please advise.
