Make sure on your new status profile under "object types" you select 'Sales order Header' or 'sales order item' depending on what level you will assign and control this.
Then by double clicking on a status, you could control which business process is forbidden when this user status is set and on the right hand side, there is an "Auth Code" that if you maintain a value there (e.g. Z0001 - get the help of your basis /security team on how to setup those Auth Codes). Then it will only be changeable by users that have such Auth key assigned to them
