I suggest you create two "processing status for conditions"
For example '01-request Auth'. And '02-released'
Then you talk to your security/basis/Auth folks and ask them if they could setup authorization on field "KBSTAT" with a value, so you assign to all users authorization to set status '01' on field KBSTAT, but only the approvers will have authorization to set status '02'
