This requirement is totally irrelevant. Once you Teco the order means it
is now open for settlement only.
And by Standard SAP all the pending reservations and requisitions get
deleted automatically. You cannot make any goods issue or goods receipts.
Still if you want to issue goods against the reservation, then make some
customization.

I have seen this issue.
Setting TECO on an Order cancelled all open reservations and purchase requisitions.
After that, the Goods Issue is trying to post to a cancelled reservation.
No, you cannot post to the reservation since it is cancelled.
You can reverse TECO and post to the reservation.
Without going into a customized solution, some part of the process must change its timing. The Goods Issues need to happen while the Order is still in process or the TECO needs to wait for the Goods Issues to complete.
