By seeing SM50 you cannot say the no of work process are in queue, it
shows running status of work process. You have to check queue information
in SM51 --> Goto --> Server Name --> Information --> Queue Information,
here you see the requests in the queue according the type of work process.
If you found the request are in the waiting then you can increase the WP.

Don't increase the work process until and unless some one complaints about
the long running or waiting for resource.
as you said if every thing fine let it leave the system as like, i don't
understand who configured your system with very less resource at least two
Batch work process should be there and i hope yours is the IDES system.
