If someone posted to two or more legitimate cost collectors (WBS + cost center or internal order that settles + cost center) on a document, you will not see the statistical postings as "actual". Report S_ALR_87013611 has its own section for statistical postings.
Can you elaborate a bit more on what you mean by "total actual cost of a period posted on cost centers"? KSB1 is basically a line item report. You can manipulate it to total by cost center once it appears by using the summation buttons and opening/closing groups, but that will not show you statistical postings. You can also limit the selections to a single month based on posting date.
