For this I would recommend to consider Redwood's job scheduler SAP CPS, with which you can handled very sophisticated submit requirements as well as job chains (Redwood terminology for a job with multiple steps) with steps over different SAP and even non-SAP systems, which improves the throughput time and your job schedule.
Note: there's a free version available via SAP.
