The client (pkgpap0d aka 139.22.144.60) is attempting to connect to the server/gateway (pkgpap3d aka 139.22.144.46) on port 3331 and is being refused.
I suspect the target port # value (3331) is incorrect. Based on the earlier error at 08:40:25, 3331 seems to be the gateway value of the client. It is possible that both client and server are instances numbered "31" but it's more likely that they are not (this is what I'm assuming). From the command line on pkgpap0d enter: "telnet pkgpap3d 3331" and note the result.
The one you checked previously at my request was either from client-to-client gateway or server-to-client gateway (neither of which helps you).
Verify the 2 digit system number # of the instance with the gateway. If it's not "31", then 3331 is not the correct gateway port #.
Service name "sapgw31" is synonymous with port # 3331 (you can see this in the o/s 'services' file).
