If you are in HU managed warehouse and trying to do 561, system is looking
to create Inbound delivery. For this you need to create your plant as
vendor (account grp 0007).

Seems like your warehouse is activiated as Decentralized WM. So such a case you have to maintain the vendor code & ship to party for any receipt / issue in the warehouse. To get rid off this issue, please maintain the vendor code for your warehouse & 561 movement type under
