first check the document in va02 if it a delivery block has been set. then
remove it before PGI.
2. if it is blocked with a credit check then go to vkm3 to release first.
then you can go for post goods issue.

You can have a delivery block at header level or position level.
At header level you can see it in the sales view of your VA02 transaction.
At position level you can unlock them in the Shipping view of your VA02.
