Usually (without actually mounting to your PRD box ..) the file is FTP'd from the local machine to app server directory -then you have a job reading and processing and moving in SAP. I assume that the "local PC" is a windows box - run windows task scheduler to kick of a .bat or Perl script that FTP's and then moves to a processed directory on the local box.
