Please check vendor schema group assigned correctly in the vendor master in the purchasing view. This schema group should be same as schema group determination in the configuration level of pricing procedure of that condition type PB00.
If the schema group of vendor master is different from configuration, the net price of info record will not be updated through condition of info record.

If the info record is created manually via ME11 transaction, any creation and/or update of the PO won't have any impact onto the pricing conditions of the info record. It only updates the order price history of the info record. Secondly, I am doubtful you can change the PO vendor after the PO was created and saved successfully.
