From what kizzangcy has said, it doesn't look like that has happened here - it looks, like somone forgot to issue the material, in which case a COGI message wouldn't arise. In that case you have a production order variance. If you always issue the same qty of BoM item per finished qty, without variation, and ideally with no scrap or waste, and this is consistent , then you could consider backflushing of that/those BoM items. This would ensure that the item always gets issued. Backflusihing does have some considerations though.
