in Windows OS environment, if it is central installation, normally I will
assign 65% for Central Instance, 35% for DB Instance, 10% for OS and other
usage (interface program, etc)

So to my PRD server i did the following:
16G the
PHYS_MEMSIZE is set up to 11468 (~70% of 16GB)
em/initial_size_MB = 8192

to my DEV and QES server which also has 16 GB of RAM i want to do:

DE
PHYS_MEMSIZE is set up to 6000 (~70% of 16GB / 2 instances of SAP running all the time)
em/initial_size_MB = 8192

QE
PHYS_MEMSIZE is set up to 6000 (~70% of 16GB / 2 instances of SAP running all the time)
em/initial_size_MB = 8192

So i leave the em/initial_size_MB to 8192, or should i put it less taking in consideration that 2 instances are running continuously all the time.
