I have renamed the IO (XXXXXX - notused-tbd) and I've marked it for
deletion so that the users won't intend to use it.

Sorry, but not in SAP. In the search help/matchcode there should be a personal list. Try this function.
Alternatively if you find the technical name for the search help, then ask a developer to include some special code to help with the restriction ... or you could you create your own search help .. I have done this method before for customer masters with block status.
