ithink system already have 4.7 ee and oracle 8i as database.
problem occur due to abrupt restart of instance.

02202 error and 02204

Hi,

ORA: 02202 means you have a problem with table in the cluster.

ORA-02202: no more tables permitted in this cluster
Do you have a cluster?

And:

ORA-02204:
ALTER, INDEX and EXECUTE not allowed for views

Check your table space if they are all online and check the DB space. I think by this way is the issue.
