Bills of Exchange are not immediately payments. They are another form of receivable which will turn into a payment if and when they are honoured on presentation, so they are conditionally payment documents but they have already cleared invoices. If a BoE remains unpaid you sue on the Bill, not the original debt. It is rare for BoE to be dishonoured because this is a prima facie act of bankruptcy and in some countries, like France, is a criminal act inviting a visit from the police.
