I guess you mean flagged for deletion and not archived.

If the vendor is marked for deletion, the vendor master record and all the
purchase orders raised on this vendor prior to deletion will be available in
the system. However the system will give you an error/warning message if you
are trying to use this vendor after it is marked for deletion.

Archiving is a completely different case. If the vendor has to be archived,
all documents raised on this vendor code must have been archived prior to
archiving the vendor master record.
