Dear,

As You have elaborated your business process

I am getting it as there are three levels in which every material will go
and get consumed


Any way You take care of the following in your scenario

Do not configure "Create Storage Location automatically"


It will lead to very dangerous situation in future

It will only follow the storage location/locations which are intended in any
reference document and not from the drop down list

You have to set authorization at the storage location level and this is also
possible in SAP

Only you have to make a z authorization object and insert in authorization
for goods movement

I will get in touch if new ideas strikes me
