You may need to check your accumulation in whatever timetype you are using. Given that the person returned to work midway through the payroll period, you may be accumulating on top of the value that remained from when the person went on LOA. If you can, I would look at your time eval log & the value of the timetype on the first day back from LOA.

I have an employee that went out on LOA May 8, 2009. He returned to work on March 8, 2010. The return date falls in our currrent pay period 06 2010 which covers 2/26/10 - 3/11/10.

So when the employee returned from LOA there were 4 working days left in the pay period. March 8, 9 ,10 and 11th. The caveat is we have a rule that employees must work minimum 37 hours in a pay period in order to be eligible to receive the bi-weekly sick & vacation quota accrual. This employee did not work minimum 37 hours and the system gave him the bi-weekly quota accrual.

Why would the system give the employee the accrual when it is clear he did not work minimum 37 hours in the current pay period ?
