There is a bit confusion in the requirement in very first point you mentioned that "while creating service contract with reference to Service PR , system is showing error "it means you have already created a service prbut on the next point you mentioned that "
It is not possible to create service PR without account assignment"it means creation of pr is not possible so please conform exact issue is u can create a pr or not if not then you have remove the relation of pr document type with account assignment in spro through tcode OLME

I've activated commitment plan for contract. But while creating service contract with reference to Service PR , system is showing error
" Account assignment for item 00001 already exists
Message no. MECP009".
It is not possible to create service PR without account assignment. So how can we create the service contract with respect to service PR & maintain its commitment plan?
It'll be very helpful if anyone can suggest how the WBS budget flows from Service PR to Service Contract & Service Contract to Service Order.
