Hi Shiva, this is my approach:

If you have a backup do a homogeneous system copy.
If you want to reduce database size on target (DEV) do a heterogeneous system copy (migration) by export/import

If I remember correctly, next steps are:
1. Once you get your new DEV system, you must do a client copy and make sure you choose the right profile like SAP_UCSV (Customizing, User Master Records and User Variants). A request or request are generated. Keep them.
2. Create a new client in SCC4
3. Logon into that client and transport the request/s
4. Delete the client with PRD data.

I think this is more or less what I did.

Good luck,
tom

Subject: Refreshing Dev System Without Configurations From PRD Backup

Dear Experts,

We have a requirement to refresh our DEV system with PRD backup of master data (not configurations)
The existing configurations should not be distrubed in development system.
Request your valuable suggestion on the best approach & its possibility, please..

Thanks and Regards,
Shiva
