The purpose is so that the estimate can not be changed once the work order is released "approved". This is a critical tool by management to see "planner efficiency", e..g. How well are they planing work when they give the work orders to the technician. If I have a planner that misses the mark by 50% on every work order, maybe he needs more training, or isn't the right person for the job. As we know, the planned costs change as you add/delete planned hours or materials, so if the planner wanted to "fudge" on how well he plans, he can just go back into the work order after it is released, and add/delete hours and materials to make it look like he is a perfect planner. With the Estimate field being locked in, he can't do that. Because it is an extra step to enter in the estimated costs, we had a development that copied the Planned costs to the estimated costs field at release so we had a good value to use when comparing costs.
