authorizations tab is green.
2. Check user tab in PFCG, if its red then execute user comparison.
3. If above all looks fine then ask user to logoff and relogin in case you
have assigned the role while user has already logged in.
4. Check user buffer, Execute SU56 at user end or at your end and use
switch user option in it. to see what all authorizations user has got.
Hope it should solve your issue.
